General conditions of intercity transport
Based on Article 58, Paragraph 2 of the Law on Passenger Transport in Road Traffic ("Official Gazette of RS", Nos. 68/15, 41/18, 44/18 – other law, 83/18 and 31/19) and Article 48, Paragraph 1, Item 3, Sub-item 1) of the Statute of the Chamber of Commerce and Industry of Serbia ("Official Gazette of RS", No. 39/16),

of Intercity Transport

I. BASIC PROVISIONS
Article 1
The General Conditions of Intercity Transport (hereinafter: General Transport Conditions) are established for the purpose of safe, rational, and quality transportation of passengers in intercity transport.
Article 2
The General Transport Conditions include:
- methods and conditions for boarding passengers at bus stations and stops, and conditions for luggage placement and safekeeping;
- transport concessions for certain categories of passengers;
- rules for using buses and conditions for denial of transport (prohibition of smoking, harassment of passengers and drivers, etc.);
- types of fees and surcharges for special services;
- possibility of using transfer tickets;
- method of informing transport users about transport conditions;
- methods of resolving mutual disputes.
II. METHOD AND CONDITIONS FOR BOARDING PASSENGERS AT BUS STATIONS AND STOPS AND CONDITIONS FOR LUGGAGE PLACEMENT AND SAFEKEEPING
Article 3
Boarding and disembarking of passengers and loading/unloading of luggage is done at bus stations (hereinafter: station) and bus stops (hereinafter: stop), which must meet the conditions for safe reception and dispatch and be listed in the registered timetable.
Boarding and disembarking at stations is done only at station platforms.
The carrier must position the bus at least eight and no more than fifteen minutes before the departure time listed in the timetable.
The bus should be positioned in such a way as to allow safe boarding and disembarking at the platform.
The carrier must perform boarding/disembarking and luggage handling according to the timetable, without jeopardizing the safety of passengers and luggage or interfering with station operations or other carriers.
Article 4
The carrier must use a technically sound, clean bus that meets all legal requirements for intercity transport.
During winter, the bus must be heated and equipped with required winter equipment.
Article 5
The carrier must, within available seat capacity, accept all passengers with valid tickets and issue luggage tickets.
Luggage is transported for a fee unless otherwise specified in the passenger transport contract.
Hand luggage is transported free of charge.
The luggage ticket must indicate the number and type of items.
If seats remain after ticketed passengers have boarded, remaining passengers must be accepted in order of registration.
The carrier may not board/disembark passengers or handle luggage outside of designated stations and stops.
The carrier may deny further transport to any passenger without a ticket.
Article 6
Passengers must compensate the carrier for damage caused by the nature or condition of their luggage; the carrier must compensate the passenger for loss or damage to luggage.
Compensation amounts and liability are determined by the Law on Transport Contracts in Road Traffic.
Passengers transporting valuables must inform the staff, who will record the estimated value on the luggage ticket.
The carrier may determine a special fee for transporting such valuable items.
Article 7
If the carrier cannot perform transport per the registered timetable, they must notify relevant stations no later than 30 minutes prior to the scheduled departure.
Article 8
If transport does not occur as scheduled, the carrier must refund the full ticket value or organize transport for all passengers.
III. TRANSPORT CONCESSIONS FOR CERTAIN PASSENGER CATEGORIES
Article 9
Tickets are issued to all passengers under equal conditions.
Exceptions include persons with disabilities eligible for tariff-free travel, pregnant women, mothers with children under six, and elderly or frail persons, who have the right to priority ticketing, boarding, and assistance by staff.
Children under six receive a 50% discount.
Tickets may not be issued to:
- persons with infectious diseases, unless permitted by special regulations;
- unaccompanied children under six.
Carriers are not obliged to accept:
- intoxicated passengers or those under the influence of narcotics;
- passengers whose clothing may damage or soil the bus interior;
- violent individuals.
Luggage tickets may not be issued for, nor may the following be transported:
- human remains;
- explosives or explosive devices;
- flammable, toxic, radioactive, corrosive, infectious substances, or organic peroxides;
- animals;
- injury-causing objects unless properly secured.
Article 10
The type of transport concessions is determined by the carrier or competent authority, in accordance with the law.
Carrier-determined concessions may not contradict or offer less than those defined in this act.
Concession users must present proof when buying a ticket and upon boarding.
IV. BUS USAGE RULES AND CONDITIONS FOR DENIAL OF TRANSPORT
Article 11
Staff may deny further transport to passengers who become intoxicated during the ride, behave inappropriately, harass others, or endanger safety and interfere with operations. This must occur at an allowed stop.
Article 12
Staff must warn smoking passengers to extinguish cigarettes.
If refused, staff may deny further transport at an allowed stop.
Article 13
If staff cannot safely remove the passenger as per Articles 11 or 12, they will do so at the next station and notify the Ministry of Internal Affairs. Departure will be delayed until official removal.
A written report will be made detailing the incident, signed by staff, witnesses, and officials, and submitted to the responsible carrier's staff.
V. POSSIBILITY OF USING TRANSFER TICKETS
Article 14
A transfer ticket is a single ticket for travel on two lines of one carrier.
It may be issued only if the transfer occurs at a station that is both the final stop of one line and the starting stop of another, per the registered timetable of the same carrier.
The maximum wait time between transfers must not exceed 45 minutes.
VI. METHOD OF INFORMING TRANSPORT USERS ABOUT CONDITIONS
Article 15
The carrier must provide passengers with the following information:
- departure and arrival times per the registered timetable;
- ticket prices and other travel documents;
- whether the ticket is direct or transfer-based, transfer location, and wait time;
- special onboard amenities;
- concessions for certain passenger categories;
- arrival at the incoming platform with line indication;
- departure platform number, route, and departure time;
- how and where to request refunds or damage compensation;
- how and where to submit service complaints and other transport-related notifications.
VII. METHOD OF RESOLVING MUTUAL DISPUTES
Article 16
A decision of the Court of Honor of the Chamber of Commerce and Industry of Serbia confirming violation of good business practices by the carrier serves as a basis for deleting the registered timetable or departure from the Register of Certified Timetables for Intercity Transport.
Final and enforceable decisions are submitted to the competent ministry within eight days for deletion from the register.
VIII. TRANSITIONAL AND FINAL PROVISIONS
Article 17
Upon the start of application of these General Conditions, the previous General Conditions of Intercity Road Passenger Transport ("Official Gazette of RS", Nos. 102/09, 120/12, 2/14, 3/14 – correction, and 143/14) cease to apply.
Article 18
These General Conditions shall enter into force on the eighth day following their publication in the "Official Gazette of the Republic of Serbia".
